Guidelines for Environmental Consideration in Land Use

The municipal area has been broadly divided into five districts stretching from the Ouu Mountain Range in the west to the Pacific ocean in the east, and guidelines for environmental consideration have been indicated for each district.

Mountain District
Basically conserve the existing environment as it is. Protect the environment that exists for the virgin forests and wildlife.
Carry out activities that give consideration to the natural environment, using the district as a place for outdoor recreation, environmental education and learning, and rich contact with nature.
Hilly District
Preserve the outstanding landscape and the green spaces that are so close to the citizens.
Value and treat with importance the varied environmental conservation functions of secondary forests and paddy fields, etc.
Value the functions of this district as a bufferzone between the mountain district and the urban district, and ensure that the urban area does not expand in the form of a disorderly sprawl.
Urban District
Advance forms of land use that give consideration to the effective utilization of rainwater and ground percolation. Mitigate the inner city heat island by giving thought to promoting green areas and wind paths,etc.
Avoid as much as possible the expansion of urban land by means of high level land use.
Advance the conservation and treeplanting of green areas in the local pockets of nature, the restoration of biotopes and the utilization of water's edges, etc..
Eastern Rural District
Value the environmental conservation functions of farmland and ensure that there is no disorderly expansion of the urban area.
Minimize the impact on living things through encouraging the reduced use of agricultural chemicals and the promotion of organic farming techniques.
Construct a citizens' farm, etc. to increase citizens exchange, have citizens experience the importance of farmland, and conserve the farmland environment.
Coastal District
Value the environmental conservation functions of tide-water control forest along the coastline and basically preserve the environment as it is.
Treat the coastline as a place for coming into contact with the natural environment and make use of it as a recreation area.
