ICLEI's triennial World Congress was held from November 3-7,
2003 in Athens, Greece. A delegation from Sendai, lead by the Mayor, participated
in the Council Meeting, the Executive Committee, the Asia Pacific Regional Meeting,
and also presented at the theme sessions.

Theme Session B2 was held on November 5 under the theme “Sustainable
Procurement: Greening the Marketplace,” and was facilitated by ICLEI Executive
Committee member Ms. Margit Vestbjerg. The ICLEI European Secretariat, and representatives
from Santa Monica, Sendai, Durban, and São Paulo presented case reports
concerning sustainable procurement. The ICLEI European Secretariat reported Europe’s
sustainable procurement campaign, while Durban and São Paulo representatives
reported schemes to begin such efforts. Sendai representatives reported its efforts
in procurement and citizen enlightenment, and invited everyone to participate
in the International Conference of Green Purchasing.

Session D6 was held on November 6 under the theme “Local
Action and Cooperation in the Asia Pacific Region,” and was facilitated
by Professor IMURA Hidefumi of Nagoya University. The Institute for Global Environmental
Strategies (IGES), the Japan Bank for International Cooperation, Naga City (Philippines),
Sendai City, Kitakyushu City, and UNEP (Thailand) participated in the session,
reporting on waste, water, health, and air pollution issues in Asia, as well as
on a pilot project implemented by IGES. Sendai’s report addressed topics
such as the universal value of children and schools, environmental education as
a scheme to support developing countries, and its own development of education
programs that fully utilize local attributes, in addition to its wishes to deliver
its environmental education throughout Asia in the future.

The ICLEI Council Meeting, which was held on November 7, commenced
with the introduction of new Executive Committee Members, and an award presentation
to 10 cities and organizations that have contributed to ICLEI’s activities.
The proceedings began afterwards, with discussions on issues related to the revision
of the ICLEI Charter, such as the changing of ICLEI’s name. ICLEI stands
for International Council for Local Environmental Initiatives. However, the majority
of Council Member questionnaires and Executive Committee meetings have expressed
that ICLEI should not only emphasize the environment, but also sustainable development.
This resulted in ICLEI’s name being changed to ICLEI – Local Governments
for Sustainability.
Geographical representation in the Executive Committee was also discussed. The
previous ICLEI Charter specified that there should be at least two members from
each of the following six regions – Africa, Asia-Pacific, Middle East, Europe,
Latin America, and North America – in order to avoid regional imbalance.
The new Charter was revised so at least one member from each of the following
nine regions will be elected – Africa (sub-Saharan), East Asia, South Asia,
Oceania, Western and Central Europe, East Europe/Caucasus and Central Asia, North
Africa, the Middle East and West Asia, Latin America and the Caribbean, and North
America. Remaining seats shall be allocated, taking the population and number
of council members from each region in account.
