The International Council for Local
Environmental Initiatives (ICLEI) was established in 1990 at the
UN-hosted World Congress of Local Governments for a Sustainable
Future, where the ICLEI Charter, advocated by local governments
and international organizations such as UNEP and IULA, was adopted.
Its name has changed to "ICLEI-Local Governments for Sustainability"
since 1 January 2004. |

478 cities, towns, and their associations
from 63 counties worldwide comprise ICLEI's membership. In Japan,
besides City of Sendai, 22 local governments such as Kanagawa
Prefecture, City of Kyoto, and City of Kitakyushu have joined
ICLEI as of April 2005. |

| 1. Mission |
| |
ICLEI's mission is to build and serve a worldwide
movement of local governments to achieve tangible improvements in
global sustainability with special focus on environmental conditions
through cumulative local actions. |
|
| 2. Work Mandate |
| |
To support its members, ICLEI shall; |
|
| a. |
mobilize and provide support to local-level
initiatives that address specific priority problems of local and
global significance; |
| b. |
help develop and strengthen local capacity and expertise; |
| c. |
support networking among and exchange of experiences
between local governments, especially between developing and industrialized
countries; |
| d. |
work with groups of local governments and partner
organizations in order to research, develop, pilot and implement
local initiatives for sustainability; |
| e. |
function as a clearinghouse for information, and
as a training center, on local sustainable development and environmental
policies and programs; |
| f. |
provide technical support services an consultancy
to aid the implementation of local sustainable development and environmental
policies and programs; |
| g. |
evaluate and report on the impacts of local actions; |
| h. |
work with private corporations and research institutes
to develop and exchange environmental knowledge and appropriate
environmental technologies; |
| i. |
promote the role of local government as a necessary
innovator and implementer of sustainable development and environmental
policy, |
| i. |
campaign for meaningful policy making authority for,
and adequate resourcing of, local governments; and |
| k. |
raise and dispense funds to fulfill the purposes
of the Association. |

| 1. |
ICLEI has official consultative status
with the UN and represents local government at UN conferences
and workshops on sustainable development. ICLEI has maintained
a partnership with the international union of Local Authorities
(IULA) and serve as the implementation agent for IULA’s environment
and sustainable development activities. Through a memorandum of
understanding with the UN Environment Programme (UNEP) and UN-
HABITAT as well as cooperation with the UN Development Programme
(UNDP), ICLEI serves as a bridge to link local government action
in response to sustainable development to the global programs
of these international bodies. |

ICLEI has implemented a series of Local Action 21
campaigns from Local Agenda 21 such as Cities for Climate Protection
TM Campaign, Water Campaign, the ecoBUDGETR project, the Green Purchasing,
and the Eco-Procurement Programme, while organizing international
conferences, conducting research, and providing information and
consultation. Through its campaigns, ICLEI helps local governments
generate political awareness of key issues, build capacity through
technical assistance and training, and evaluate local and cumulative
progress toward sustainable development. |

ICLEI Japan concurs with ICLEI’s activities and seeks
to achieve sustainable development at the global level through local
activities to improve the environment. ICLEI Japan supports information
exchange between its members and promoting such exchanges through
the following services: |
| (a) |
Promoting collaborative activities between local
governments based on specific themes such as prevention of global
warming |
| (b) |
Holding or supporting international conferences |
| (c) |
Carrying out surveys and research activities to improve
local environments or promote sustainable development |
| (d) |
Implementing information exchange between ICLEI Japan
member cities and relevant organizations within Japan and abroad. |
| (e) |
Collecting data on its members’ opinions and viewpoints
and presenting the information to the national government or international
bodies |
| (f) |
Publishing information or providing data |
| (g) |
Implementing other projects related to the above
activities

| |
The Executive Committee is ICLEI’s highest level
political leadership body, and consists of 21 elected local government
representatives from all continents, the Immediate Past Chair
and Immediate Past Vice Chair. The Executive Committee holds meetings
annually (serving 3-year terms) and decides policy for the Association
such as the approval of the annual budget and annual work program
in accordance with the Strategic Plan etc.
In the past, Yamanashi Prefecture (1993-95), Kitakyushu City (1993-97),
Saitama Prefecture (1995-2000) and Nagoya (2000-2003) had served
as ICLEI Executive Committee members from Japan.
At present, the Mayor of Sendai has been elected to serve from
2003 to 2006 as an ICLEI Executive Committee member.
