Please file a municipal tax return if you reside in Sendai as of January 1, 2010, and do not apply to the following conditions:

(1)Those who have filed an income tax return for themselves and their dependents .
(2)Those who have filed their income tax deducted from their salary.

●Eligibility: Households with children who will start elementary school or junior high school and apply to one of the following conditions:

(1)Households who receive financial assistance for school enrollment fees
(2)Households who no longer apply for public assistance within fiscal year 2008

(4)Households who fall under a certain income bracket
(Including income of a guardian who lives away from home for work)

Subsidy for Citizens’ International Exchange Projects

SIRA offers a subsidy to cover some of the expenses for projects involving internationalization thatare planned and carried out independently by citizens. The project’s aim should be to promote the understanding of different cultures, international cooperation, and international relationships in the local community. The groups applying must carry out an international exchange activity (mainly in the SendaiCity area), and their representatives and a majority of their members must be SendaiCity citizens, in addition to other requirements. There are 4 periods within the year that we accept applications, according to the dates that the project will be carried out. We will be accepting applications for projects whose first day will be between April and March 2011, this month (From February 1st to 26th).

Eligibility: Sendai based group
The group’s representative and more than half of the members must be citizens’ of Sendai.

Measles & Rubella Vaccinations

Measles and Rubella are highly contagious diseases and if an adult contracts one of them, the virus can cause serious illness.

After-school day-care center
An after-school day-care center is available for first to third graders whose parents or guardians are not home and unable to take care of them after school due to work or other reasons.

SendaiCity certifies private day care facilities that meet “Sendai HOIKUSHITSU (Nursing Facility)” standards, and subsidizes them in order to improve the quality of child care services at non-registered child-care facilities.

Lump Sum Birth Allowance Increase from October, 2009

1.Sendai City has increased the Lump Sum Birth Allowance to 420,000 yen.

2.This will be available to any person who gives birth.
(*This person must be part of the National Health Insurance Plan.)
Please check the following conditions to see if you are applicable.
Eligibility: Any person who is part of the National Health Insurance Plan
Any person who gave (or will give) birth to a child between October 1, 2009
and March 31, 2011.

*Prior application is required for any applicable person who wishes for Sendai City to pay the allowance directly to the medical institution. (You must sign an agreement form. Please note that some medical institutions do not accept direct allowance payments from Sendai City .)
* The head of household must apply for the allowance.

From the beginning of November, the H1N1 vaccine will be available for:

(Those who have chronic diseases will be given top priority.)

● Fees : 3,600 yen for the first shot
2,550 yen for the second shot
*You must pay 3,600 yen, if you receive the second shot at a different medical institution to where you received the first shot.
*The H1N1 Vaccine is free for all households on welfare, or for those who are exempt from inhabitant tax.

Health Checkup for Incoming Elementary School Students

The following information applies to those wanting to apply for health checkups for incoming elementary school students.

●Eligibility: Children who were born between April 2nd, 2002 and April 1st, 2003
●Things to Bring:Health Checkup Notice (Sendai City will send a notice to each eligible child’s home during October)

●Once we have the results of the health check up, we will arrange a meeting between schools and guardians,

Housing Allowance Emergency Measures

SendaiCity provides a housing allowance for up to 6 months to those who do not have a place to live. The purpose of the allowance is to assist in helping find a house and job.

If your child has been immunized with a live vaccine against polio within the last 4 weeks.
If your child has been immunized with any other type of vaccine within the last week.
●Vaccinations are given free of charge.

Ms. Emiko OKUYAMA becomes the 33rd Mayor of Sendai

The Sendai mayoral election was held on July 26 and Emiko OKUYAMA won the election with 161,545 votes. Ms. Okuyama started on August 22, 2009, and will finish her term as mayor on August 21, 2013.

・General Health Check-ups: Citizens who applied for the general health check-ups offered by the city of Sendai (Seniors who are 75 or older who are part of the elderly medical assistance system, and those aged between 35 to 39)
・Specialized Health Check-ups: Citizens (aged between 40 to 74) who are enrolled in National Health Insurance and who applied for the specialized health check-ups offered by the city of Sendai.
●How to apply: Those who are eligible will receive the voucher for the health check-ups together with the list of medical institutions in July. You can have the medical check-ups at any medical institutions on the list.

Early-morning Garbage Collection during the Tanabata Festival Season (Aoba Ward Only)

During the Tanabata Festival Season, garbage trucks will collect garbage earlier than usual. Please make sure to put out your household garbage, plastic containers and packaging by 6:00 a.m. during this time.

Free BCG Vaccinations

●Eligibility: Babies who are younger than 6 months old. (Recommended age for vaccination: 3 months old and above)
*Your baby can get a free BCG vaccination up until the age of 12 months old, but only if the doctor has diagnosed that the baby cannot have the BCG vaccination before they turn 6 months old due to medical reasons.

Payment of Prefectural and Municipal Taxes

Payment of prefectural and municipal taxes for the fiscal year 2009 (first payment period) should be made by the end of June. The tax payment notification will be sent out to you on June 12th.
Those who were the victims of a disaster or on welfare may be exempt from the payment, so please contact the following places as soon as possible.

Water and Sewerage Fee Reductions for Tax-Exempt Households

●Eligibility: Households that are exempt from paying municipal taxes who are not financially supported by other households.
●Exemption amount: Basic charges
●Period: Fee reductions will be granted for a maximum of one year, beginning in July and ending in June the following year. (In case of applying after the application period, fees will be reduced starting from the following month.)
●How to apply: Bring the following documents to the Southern Waterworks Service Center, City Hall Waterworks Service Center*, or Northern Waterworks Service Center.

1. “Certificate of Prefecture/City Tax Exemption” for all household members. However, the certificate is not required for any household members who are 18 or younger at the time of application.
2.A “Letter of Proxy” is required when a third party applies for the reduction.

Light-Weight Vehicle Tax

Light-Weight vehicle owners must pay this tax by June 1st. The payment can be made at any convenience stores.

Reduction to the National Pension Premium

There is a special exemption to the National Pension Premium for households whose total income of all the house hold members is lower than a certain amount. Sendai City will send an income declaration form at the beginning of May to households that have not declared their income for the previous year. Vaccinations for Rubella and Measles.

Rubella and measles are strong infectious diseases that can cause severe illness, especially to adults. In order to help prevent the illness, please make sure your child receives the vaccination.
From fiscal year 2008 to 2012, measles and rubella vaccinations will be required for the following:

●those who are in their first year of junior high school (or equivalent to that age)
●those who are in their third year of high school (or equivalent to that age)


Vaccinations can be received at registered medical institutions, but you may be required to make a reservation, so please confirm with the medical institution before you visit.

SendaiCity has expanded the number of subsidies for Maternal Health Checkups.

From the beginning of April, SendaiCity has increased the number of subsidies for Maternal Health Checkups from two to ten. SendaiCity recommends all expectant mothers receive regular health checkups in order to give birth to a healthy child.

Eligibility
Pregnant women who are expected to give birth to a child after April 1
Pregnant women who reside in Sendai

Sendai City will provide all expectant mothers with 14 subsidy tickets which will cover 17,500 yen of the expenses for the 1st maternal health checkup and up to 4,500 yen of those for the 2nd ~ 10th checkups. When the expenses exceed the amount of subsidies, you must pay the difference. In addition, each ticket has to be used within the assigned time period. You can not use subsidy tickets issued from the last fiscal year after April 1st, 2009. Tickets can be used at any medical institution, Department of Obstetrics and Gynecology or MidwiferyCenter within MiyagiPrefecture.

Ticket Distributions

1) Pregnant women who have already receivedthe “Maternal and Child Health Hand Book “ by mid- March 2009.
SendaiCity sent new subsidy tickets at the end of March by post. Please note that the number of tickets you can use are varied depending on the week of your pregnancy. Please contact us if you have not received the tickets due to a change of address within Sendai or for other similar reasons. If you moved to Sendai after receiving your “Maternal and Child Health Hand Book” from outside of Sendai, please inform the Public Health Section of your ward office or the Health and Welfare Section of the General Branch Office if you haven’t already. Do not forget to bring your “Maternal and Child Health Hand Book” with you when you go to inform them.

2) Pregnant women who are applying to receive the “Maternal and Child Health Hand Book” on or after April 1st 2009.
SendaiCity will give you the subsidy tickets with your Maternal and Child Health Hand Book.

*Please note that the subsidy tickets issued last fiscal year are no longer valid. The tickets are only valid for the person they are issued to by SendaiCity. If someone else uses the tickets, SendaiCity will ask the person who used the tickets or person who handed over the tickets to pay the amount equivalent to the subsidy amount.

Free Hepatitis Screenings at Registered Medical Institutions

Hepatitis is most commonly caused by one of three viruses: the hepatitis A virus, the hepatitis B virus, or the hepatitis C virus. It is very common for many people who have contracted the any viruses, especially the hepatitis C virus to not notice any symptoms, which is why it is important to receive a hepatitis screening. If you don’t receive a virus screening and you have the virus, you put yourself at risk of causing damage to your health. Viruses such as hepatitis may cause you to develop liver cancer or cirrhosis, so please be sure to receive a FREE hepatitis virus screening.

●Eligibility: Children over 3 months old and less than 90 months old
(Average age for receiving the vaccinations: 3 months ‒ 18 months)

Lump-Sum Allowance for Childbirth and Nursing and Funeral Allowances

NHI (National Health Insurance) members can receive lump-sum allowances for childbirth and nursing. If an NHI member dies, the person in charge of the funeral arrangements can also receive funeral allowances.
●Lump-sum Allowances for Childbirth and Nursing=NHI Members will be paid \350,000 for each child birth. An expectant mother who was already enrolled in a medical insurance program at their previous work place (excluding members of national insurance unions) for more than one year, and gave birth to a child within 6 months after leaving that work place, should apply to their previous medical insurance company for a lump-sum allowance for childbirth and nursing.

Applications for Nursery School Enrollment (for FY2009 enrollment)

Eligible Children

Preschool children who live in SendaiCity and whose parents are not able to take care of them due to any of the reasons listed below.

●Those who are working during the daytime (working outside of the home or self-employed, etc.).
●Those who are pregnant or have a newborn baby and can not take care of an older child.
●Those who are suffering from an illness, are injured, are mentally or physically disabled.
●Those who need to care for other family members full-time.
●Those who are repairing their home after fire, wind, flood or earthquake damage.
●Those who are unable to look after their child due to serious reasons similar to these mentioned above.

Nursing Hours

Each Nursery School has its own set nursing hours from Monday to Saturday (closed on Sundays and national holidays) and are open daily for around 11 hours. Nursery Schools usually open between 7:00-7:30 and close between 18:00-18:30. 1 hour only of extended nursing (additional fees required) is also available at each Nursery School. Nursery Schools with ◆mark, offer more than one hour of extra nursing.

SendaiCity gives priority to children with more urgent needs for care.

Nursery Fees

The fees are determined based on the total combined amount of income tax of the parents and any grandparents living together(for households in a nontaxable income bracket, fees are decided by the amount of the municipal taxes of the previous fiscal year). Nursery fees should be paid every month by money transfer to the Nursery School’s account after your child is admitted to a Nursery School.

Nursery Schools with ◎ mark, offer nursery services on Saturdays, Sundays, at the end of the year and New Year holidays. For children who are under three-years-old, an extra nursery fee of 3,200 yen per day is charged and for children who are three years and older, an extra nursery fee of 1,600 yen per day is charged.

Nursing Facilities in Sendai take applications throughout the year.

Sendai City grants certifications to private day care facilities that meet certain standards (※2)as “ Sendai HOIKUSHITSU (Nursing Facility)”, and subsidize them in order to enhance child-care quality of non-registered child-care facilities(※1).

※1Non-registered child-care facilities:facilities that provide child-care and are not considered as “ registered Nursery Schools. “

※2Criteria:Sendai City defines the criteria in the “Sendai HOIKUSHITSU Project Guideline.”

◎Frequently wash your hands & gargle regularly

◎Thoroughly cook your food

◎Thoroughly wash and sterilize cooking utensils like knives, kitchen towels, and cutting boards. Chlorine bleach or boiling water are very effective sterilizers.

◎iIf you are cleaning up bodily fluids like diarrhea or vomit, wear a mask or disposable gloves and avoid contact with your bare hands.

Reductions in Medical Fees

If you see a doctor and find it difficult to pay your medical fees due to loss of job or because you were the victim of a natural disaster, your medical fees will be reduced or exempted for a certain period by submitting an application.Please consult us if you have any queries.

Motokajicho-Koen Park Bicycle Parking (tentative name) will open on December 6. Prior to its opening, we will accept user registration applications from November 20th.

We have been currently constructing Motokojicho-Koen Park Bicycle Parking in Kokubuncho, Aoba-ku.

This parking facility can accommodate 1,000 bicycles and will open on December 6. Until February 28, you can park your bicycle there for free!This is the Tohoku’s first automated parking facility.An IC tags is attached to your bicycle and monitored by a computer. The automated parking facility is open 24hours and your bicycle will be fully secured.

We will inspect your bicycle to see if it meets our parking standards prior to registration. If your bicycle clears the standard, we will accept your application.After you complete the registration process, we will put an IC tag on your bicycle.

Influenza vaccinations for the elderly will begin soon

  • Eligibility
    Those who reside in Sendai
    Those who are aged 65 or older as of the vaccination day
    Those who are between the ages of 60 to 65 with any of the following conditions:
      Heart problems
      Respiratory problems
      Kidney problems
      Immune function problems due to immune deficiency virus
    Those who are between the ages of 60 to 65 who have a physical disability certificate
  • Vaccination Period
    November 1, 2008 ~ January 31, 2008
    (It is preferable that you have the immunization before the beginning of December, before the outbreak of influenza).

Kindergartens in Sendai City will start taking applications for children who will be enrolling for the 2009 fiscal school year.

Children who are born from April 2nd, 2004 to April 1st, 2005

Children aged 5 years

Children who are born from April 2nd, 2002 to April 1st, 2003

*There are some kindergartens which offer day care services and accept children who will turn 3 years old in the middle of the fiscal school year.

Nursery School applications for disabled children

  • Eligibility: Children aged 3 years and older who have either a physical or mental disability and who require day care as of April 1st, 2009. (Children who are able to participate in a group)
  • Application Period: From April 2009 at any registered Nursery Schools in Sendai
  • Application Deadline: October 10, 2008
    *The Nursery School application period will start in December for disabled children who are younger than 3 years old.

Special child care center applications for children who have developmental problems

  • Centers: Nakayoshi Child Care Center (Miyagino Ward)
    Nanohana Child Care Center (Taihaku Ward)
  • Eligibility: Children aged 3 years and older who have developmental problems and are able to come to the center everyday.
  • Capacity: Approximately 20 children in total at Nakayoshi Child Care Center and Nanohana Child Care Center.

Health checkups for children who will enroll in elementary schools in spring 2009.

  • Eligibility:Children who were born between April 2, 2002 – April 1, 2003
  • Things to bring: Notification of Health Checkup
     (We will send the notification to each eligible child’s home in mid-October.)
     Indoor shoes
     Writing utensils
  • Once we have the results of the health check up, we will arrange meetings between schools and guardians, so we ask that a guardian accompanies the child on the day.
  • Along with the health check ups, a “Child-rearing Lecture” (approximately 30 minutes) will be held at schools that have a ◎mark beside them.

*If your child is unable to get a medical health checkup at the designated school, he/she can go and get the checkup at any other school on the list. Please make sure to inform both the designated school and the school you wish to get the health checkup at prior to your visit.

*Please do not drive your car to the venue unless absolutely necessary.

Delivery of New National Health Insurance Cards

The new National Health Insurance cards which are effective as of October 1, 2008 will be sent out to those who are enrolled in the National Health Insurance system in late September.

  • Delivery Method: By delivery-certified mail, which ensures that a post office worker delivers the card directly to the card holder or to his/her family.
  • About delivery-certified mail: Delivery-certified mail (Haitatsu kiroku yubin) is a mail service that records the delivery. If the mail is delivered during your absence, it will be brought back to the post office and a “Nondelivery Notice” (“Notice of Mail in Custody”; Fuzai haitatsu tsuchisho) will be left in its place. The mail will be kept at the post office for a certain period of time. Please bring your notice along with some ID to collect the item from the post office named on the notice. For the redelivery of your mail, please inform the post office of your desired date of delivery by phone or by sending in the Redelivery Card (half of the Nondelivery Notice). If you do not contact them, the post office will return the item to the sender.
    If you were not able to pick up your new card during the period that the post office holds your item, please bring your current National Health Insurance card to the National Health Insurance and Pension Section of each Ward Office or the Health and Welfare Section of each General Branch.

City Provided Housing is Now Available for Rent     Application Deadline: September 16

Twenty-one City Provided Housing areas such as Moniwa-daiichi and Taihaku, are now available for rent.

  • To Apply: Please fill in the application form (provided in the “Application Packet”) and send it in the designated envelope to the Application and Accounting Section by post no later than September 16.
    Application forms brought directly to the office can not be accepted.
    A drawing will be held if numerous applications are submitted.
  • Application Packet Distribution:
    The “Application Packet” will be distributed at the following places starting September 5.
    1. The Application and Accounting Section, Sendai City Construction Public Corporation

    (2nd Floor of the Kokubuncho Branch Office of the City Hall)

    1. Shimin-no-heya (1st Floor of the City Hall)

Application for Cancer Examinations

Applications for cancer examinations to be provided by Sendai City closed on April 28. However, additional applications for the following cancer examinations are now being accepted from those who forgot to apply or who moved to Sendai after April 28.
Stomach Cancer Examination, Uterine Cancer Examination, Breast Cancer Examination,
Colon Cancer Examination, Lung Cancer Examination, Tuberculosis Examination

  • Eligibility: People who are covered by National Health Insurance or Employee’s Health Insurance
  • To Apply: The “Application Packet for the Citizens’ Medical Checkups” is currently being distributed at the Public Health Section of each Ward Office and the Health and Welfare Section of each General Branch. Please fill in the attached application postcard (“Moushikomi senyo hagaki”) and send it by post as soon as possible.

Polio Vaccinations in the Fall

  • Period: September 18th –October 9th, 2008
  • Eligibility: Children over 3 months old and less than 90 months old (Average age for receiving the vaccinations: 3 months – 18 months)
  • Venue: Each Ward Office and Shimin Center  (Dates differ according to the area)
  • Vaccinations can not be given in the following situations:
     1)If your child has been immunized with a live vaccine for measles or BCG within the last 4 weeks.
     2)If your child has been immunized with any other type of vaccine within the last week.
     3)If your child has had a fever or diarrhea.
     4)If your child has been diagnosed as “not eligible” to receive a polio vaccination.
  • Things to Bring: Maternal and Child Health Handbook and the polio vaccination coupon provided in the supplemented attachment to the Maternal and Child Health Handbook (Please fill in the coupon beforehand)
  • Vaccinations are given free of charge.
  • Please use public transportation to and from the venue.
  • Please take care of your own baby carriage at the venue.

BCG Vaccinations

  • Eligibility: Children less than 6 months old (Preferable age: over 3 months)

*Your child can receive a vaccination for free by his/her first birthday only if he/she has been diagnosed as “not eligible” to get a BCG vaccination before 6 months of age for medical reasons.

  • Vaccinations can not be given in the following situations:
    1)If your child has been immunized with a live vaccine against polio within the last 4 weeks.
    2)If your child has been immunized with any other type of vaccine within the last week.

Notification of Basic Health Checkups and Special Health Examinations

  • Period: August 1st – October 31st, 2008;  January 6th – 31st, 2009
  • Eligibility: -For Basic Health Checkups - Sendai residents (aged between 35 and 39, and aged 75 and over) who applied for the basic health checkups offered by Sendai City (advance application required)
    -For Special Health Examinations to detect various cancers - Citizens (aged between 40 and 74) who are enrolled in the National Health Insurance Program in Sendai
  • Consultation: Eligible people will receive a consultation voucher in July by mail. Please visit one of the medical institutions printed on the enclosed list.

Sendai City Begins Charging Citizens for Household Garbage Collection on October 1, 2008 and Provides Designated Diaper Bags for Free to Users

  • Eligibility:
(1) The elderly and people with disabilities who are supplied with paper diapers by Sendai City
  (2) Families with infants born on or after October 1, 2007

  • Frequency:
(1) Once a year
  (2) Once before the infants become one year old

  • How to Apply:
(1) Fill out and submit the application form which will be sent to your home by mail
  (2) Fill out and submit the application (WORD32KB) form downloaded from the Sendai City’s website or obtained at the Information Desk of each Ward Office. If you received your Maternal and Child Health Handbook and Supplement on or after April 1, 2008, please fill out and submit the application form inserted in the Supplement (separate volume)

Early-Morning Garbage Collection during the Tanabata Festival (for Aoba-ku only)

Due to the enforcement of traffic controls during the Tanabata Festival, garbage trucks will collect garbage earlier than usual.
Please make sure to set out your household garbage and plastic containers/package by 6:00a.m.during the Tanabata Festival period.

  • Target Area: Areas in Aoba-ku (except those within the jurisdiction of Miyagi General Branch) with the collection days on August 6 (Wed), 7 (Thu) and 8 (Fri).

Exemption from Payments of Premiums for the National Pension Program

Those who face financial difficulties may qualify for a full or partial exemption from payments, if their household income is low and their application is approved.  For application procedures, please contact the National Health Insurance and Pension Section of each Ward Office.

 

Water and Sewerage Fee Reductions for Tax-Exempt Households

  • Eligible: Tax-Exempt Households that are not financially supported by other households
  • Amount of Reduction: Basic Fees
  • Reduction Period: July ~ June, 2009

We accept applications throughout the year, but reduction will begin from the month after the applications are received and will end in June.

(It is not necessary for any household members who are 18 or younger at the time of application and are eligible for dependency exemption of a family member of the same household.)
