Temporary Special Benefit for Inhabitant Tax Exempt Households, etc. is the benefit for people to receive livelihood support immediately if facing various troubles with living due to COVID-19.
Winter-time Living Subsidy is the subsidy of buying heating oil, etc. for eligible households of the
Temporary Special Benefit. However, households may NOT be eligible for the subsidy, such as in the case that all members of the household are placed into nursing facilities, etc.

Households which fulfill any of the following.
Households exempt from Inhabitant tax
All members of the household have a resident registration in Sendai City as of December 10, 2021 and have not been taxed by inhabitant tax on per capita basis for FY 2021. (A partial exception will exist.)
Households receiving welfare
Households which are receiving welfare from the City of Sendai.
Households which have experienced a sudden dramatic change in finances
Households which have a resident registration in Sendai City as of the day of application, and have experienced a sudden dramatic change in finances since January 2021 due to COVID-19, and as a result are placed in the same economic situation as households exempt from Inhabitant tax.

Households which have experienced a sudden dramatic change in finances
- The application form is available at each Ward Office or General Branch, or the Sendai Multicultural Center, etc. Or please call the “dedicated phone number for the Temporary Special Benefit and Winter-time Living Subsidy for Inhabitant Tax Exempt Households, etc.” to ask for the application form. We will mail the documents to your house.
- Please fill in the form, enclose the required documents, and mail it with designated return envelope.
- Application period: Until September 30 (Fri.), 2022
※If you also want to apply for the Winter-time Living Subsidy, please send an application by May 31 (Tue.), 2022

If you fulfil any of the conditions written on section 3 of the front page, you can receive the benefit regardless of nationality.
- I don’t know if I am applicable to a household exempt from Inhabitant tax or not.

- I had just entered into Japan after January 2, 2021, so I have not finished tax procedures yet. Can I receive this benefit?
You are not taxed by Inhabitant tax of FY2021. If you were registered to Sendai City's resident registration as of December 10, 2021, you are eligible for the benefit. In the case of households which have 2 or more persons, eligibility is possible if all members of the household have not been taxed by inhabitant tax on per capita basis for FY 2021.
