本市は、ベラルーシ共和国ミンスク市と1973年（昭和48年）に国際姉妹都市提携を結び、交流を続けてきましたが、今般のロシア連邦によるウクライナ軍事侵攻へのベラルーシ共和国の関与を受け、ミンスク市との交流を当面の間見合わせることとします。このことについて、3月14日（月曜日）に仙台市長名でミンスク市長宛て親書を送付しました。

 

Suspension of Exchange with City of Minsk, International Sister City

The City of Sendai became affiliated as an international sister city with City of Minsk, Republic of Belarus in 1973, and has since continued exchange. However, considering the involvement of the Republic of Belarus in the aggression by the Russian Federation against Ukraine, the City of Sendai has decided to suspend exchange with City of Minsk for the time being. Regarding this decision, the City of Sendai sent a letter from its mayor to the chairperson of the Minsk City Executive Committee.

姉妹都市提携の経緯

　1962年（昭和37年）にソビエト連邦（当時）の交流団体（ソ日協会）が仙台を訪れ、日本側の交流団体（日ソ協会）と面会した際、本市とソ連の都市との姉妹都市提携が話題となり、白ロシア共和国（当時）の首都ミンスク市が推薦された。その後、姉妹都市提携に向けた文書、資料のやりとりがなされたのち、1973年（昭和48年）4月6日に姉妹都市提携が成立した。

The History of International Sister City Affiliation

In 1962, an exchange organization of the then Soviet Union, Soviet-Japan Friendship Association, visited Sendai and met an exchange organization of Japan, Japan-Soviet Friendship Association, which generated interest in the subject of an international sister city affiliation. Minsk City, Belorussian Soviet Socialist Republic capital at the time, was nominated. After communication with documents and procedure forms for international sister city affiliation, on April 6, 1973, the international sister city affiliation was established.

今般のロシアによるウクライナへの軍事侵攻により、ウクライナの国民が生命の危機にさらされている事態に、とても心を痛めています。この軍事侵攻は、国際社会の平和と安全を著しく損なう許しがたい行為であり、容認できるものではありません。ロシアには即時撤退を、ベラルーシにはロシアによる軍事侵攻への関与を行わないことを強く望むところです。

本市とミンスク市との間には、姉妹都市締結以降50年近く培われてきた交流の土壌があります。これまでに市民団体などが中心となり、相互訪問や絵画、写真の交換などを通じた交流が行われてきました。このような市民レベルでの交流は大変重要な取り組みであり、今後も尊重していくべきものと認識しています。

しかしながら、現在の状況は、両市の信頼関係を揺るがしかねない事態であると認識しています。このため、本市としては、市民同士の安全な交流が脅かされかねない状況も踏まえ、貴市との交流を当面の間、見合わせることといたします。

今後も諸般の状況を注視してまいりますが、貴殿には交流の再開に向け最大限の努力と配慮を希望します。

Dear Mayor KUKHAREV,

 

It pains deeply me to see this situation where the lives of Ukrainian citizens are being put in danger due to the current acts of military aggression by Russia against Ukraine. These unforgivable acts of military aggression which cause considerable harm to the peace and security of the international community cannot be tolerated. It is my ardent wish that Russia immediately withdraws its forces, and that Belarus ceases involvement in Russia’s military aggression.

Between our two cities, there exists a foundation of exchange which has been cultivated for nearly 50 years since establishing international sister city relations. Until now, we have had many opportunities for exchange with mainly citizen groups, such as through mutual visits and the sharing of art and pictures. I understand that these exchange efforts at the citizen level are indispensable and will continue to be highly regarded.

Nevertheless, I also recognize that current circumstances result in a situation which has inevitably shaken the relationship of trust between our two cities. The City of Sendai has decided to suspend exchange with your city for the time being. This is because of the situation which may threaten peaceful exchanges among citizens.

I will continue to pay close attention to various circumstances, but do hope that you will take the upmost care in cooperating towards the eventual resumption of international exchange.
