Payment of the Anti-inflation Emergency Support Benefit for Low-income Households(70,000 yen per household)

What is this benefit for?

The Anti-inflation Emergency Support Benefit for Low-income Households is a payment of 70,000 yen per household to reduce the burden of resident tax-exempt households that are particularly affected by the inflationary costs of living.

How much will eligible households receive?

70,000 yen will be paid to each household.

Who is eligible to receive the benefit?

Households that fall under the following criteria are eligible to receive the benefit.

  • Households exempt from resident tax in FY2023 (including households on welfare)

These are households that are registered in the Sendai City Basic Resident Register on the reference date (December 1, 2023) and whose members are all exempt from per capita resident tax in FY2023.

* It must be noted, however, that among households that fall under the above criteria, households in which all members are dependents of a person subject to per capita resident tax in FY2023 are not eligible for this benefit. Households in which a member has filed a notification for exemption from resident tax under a tax convention are also not eligible for this benefit.

* Households that have received the Special Temporary Benefit for Households Exempt from Resident Tax (100,000 yen per household) in FY2021 or FY2022, the Emergency Support Benefit for Rising Prices of Electricity, Gas, Food, etc. (50,000 yen per household), or the Emergency Support Benefit for Households Exempt from Resident Tax and Other Low-income Households (30,000 yen per household) may also receive this benefit.

How and when should eligible households apply for this benefit?

1 Households that are registered in the Sendai City Basic Resident Register on January 1, 2023

The necessary documents will be sent to eligible households by post.

(1) Among households that have received the Emergency Support Benefit for Households Exempt from Resident Tax and Other Low-income Households (30,000 yen per household), a Notice of Payment will be sent by post to eligible households. If you receive this notice, the Anti-inflation Emergency Support Benefit for Low-income Households will be transferred to the account through which you received the Emergency Support Benefit for Households Exempt from Resident Tax and Other Low-income Households, so you do not need to take any special application procedure. If, however, you wish to change your transfer account or decline the benefit, please contact the dedicated hotline (0120-000-483) by Monday, February 5, 2024.

(2) Households other than (1) above

The necessary application documents will be sent to eligible households by post. If you meet the eligibility criteria, fill in the necessary information and return the form by post to Sendai City. The deadline for application is Friday, May 31, 2024.

2  Households in which a member has moved to Sendai City on or after January 2, 2023

Relevant households will receive a notice postcard regarding the benefit. If you meet the eligibility criteria, please contact the dedicated hotline (0120-000-483). The application documents will be sent to you by post at a later date.

* If you have received the Emergency Support Benefit for Households Exempt from Resident Tax and Other Low-income Households (30,000 yen per household) mentioned in (1) 1) above, a Notice of Payment will be sent to you by post. You will receive the benefit in the same manner as (1) 1) above.

Frequently asked questions (FAQ)

1 I am a foreign national. Am I eligible to receive the benefit?

Foreign nationals may receive the benefit if they meet the criteria listed in “Who is eligible to receive this benefit?” However, households composed only of dependents of a person subject to resident tax and households that have filed a notification for exemption from resident tax under a tax convention are not eligible for the benefit.

2 How do I know if I am a household exempt from resident tax?

If you are employed, you can confirm your status on the certificate of income and withholding tax you receive from your workplace. If you are still unsure, please call the dedicated hotline (0120-000-483).

3 If I came to Sendai City from abroad on or after December 2, 2023, am I eligible to receive the benefit?

If you were not a registered resident of Sendai City as of December 1, 2023, you are not eligible for the benefit.

4 I don’t know how to fill in the Application Form. Can someone help me?

Please first refer to “How and when should eligible households apply for this benefit?” above. It provides instructions on how to fill in the form. If you are still unsure, please call the dedicated hotline (0120-000-483).

5 I can’t write in Japanese. Where can I go to seek assistance in filling in the Application Form?

Please visit the Emergency Support Benefit Center with someone who speaks Japanese. The center is located on the first floor of Tohoku Oji Fudosan Building, 1-6-18 Kokubuncho, Aoba-ku, Sendai City.

6 I am a DV victim and have escaped to Sendai City leaving my certificate of residence at my previous address. Am I eligible to receive the benefit?

You may or may not be eligible for the benefit. Please call the hotline (0120-000-483).

7 Can I consult about matters other than about the benefit?

For foreign language consultation concerning daily living matters and other issues, please call Sendai International Center.
