Tax Information Notices

Issuance of Municipal Tax Certificates

Municipal tax certificates (fee required), including Inhabitant Tax Certificates and Inhabitant Tax Exemption Certificates, are issued at ward offices, general branches, Certificate Issuance Centers, and the Sendai Station Service Center (AER Building 5F).
The issuance schedule for FY 2026 certificates is as follows:
- Inhabitant Tax Taxation Certificate (for those whose tax is withheld from their salary) and Inhabitant Tax Exemption Certificate: Available from mid-May
- Inhabitant Tax Taxation Certificate (for those who pay by tax payment notification slips or whose tax is withheld from pension): Available from mid-June
Please note: Some certificates cannot be issued by Certificate Issuance Centers or the Sendai Station Service Center. Please check in advance whether the certificate you need is available.

Have You Completed Your Tax Payments?

Have you paid all your taxes for FY2025? If you are having difficulty making your payments, please contact the appropriate office as soon as possible.

Information on School Expense Subsidies 

The City provides financial assistance to help cover part of the costs for school supplies, school lunches, and other expenses. This assistance is available to parents and guardians of students attending elementary or junior high schools in Sendai, as well as the lower secondary curriculum of Sendai Seiryo Secondary School, who are experiencing financial hardship.

  • Eligibility criteria: 
    Households that meet any of the following conditions:
  1. Receive the child-rearing allowance
  2. Have had their welfare allowance terminated or suspended
  3. Have an annual household income below a designated threshold, calculated based on the number and ages of household members

How to apply: Please contact your child’s municipal elementary school, junior high school or Sendai Seiryo Secondary School, or apply through the official website of the City of Sendai.

Don’t Forget to Apply for Citizen Health Checks

The deadline for the first application period for receiving the basic health check and cancer screenings provided by the City of Sendai is April 24 (Fri), 2026.
The application guide is available at ward offices, general branches, and Shimin (Civic) Centers. Applications can also be submitted through the official website of the City of Sendai.

Changes to Child-rearing Allowance and Special Child-rearing Allowance

Due to a partial amendment of the law, the payment amounts have been revised starting in April 2026. 
Child-rearing Allowance (paid in May)

  • For one child: 
    Full amount: 48,050 yen per month
    Partial amount: 11,340 yen to 48,040 yen per month
  • For the second and subsequent children: 
    Full amount: 11,350 yen per child per month
    Partial amount: 5,680 yen to 11,340 yen per child per month
    Special Child-rearing Allowance (per child, paid in August)
  • Class 1: 58,450 yen per month
  • Class 2: 38,930 yen per month

Increase in the Eligible Age for the Child Medical Expense Subsidy Starting in April 

Beginning April 1, the maximum eligible age for the Child Medical Expense Subsidy will be increased. 
Medical expenses will be free for children up to the end of the fiscal year in which they turn 18 (equivalent to the third year of senior high school). 
Please note that medical services not covered by health insurance are not eligible for this subsidy.

  • Recipient certificates:
    New recipient certificates are being mailed out sequentially from late March.
    Please use the new certificate from April 1 (Wed) onwards.
  • Eligibility registration:
    An application for eligibility registration is required to receive the subsidy.

Children and Child-rearing Support Contribution System to begin in April 2026 

The Children and Child-rearing Support Contribution System is a new framework in which all generations and businesses contribute financially to support children and child rearing households across society.
The contributions will be collected along with the health insurance premiums to which you are currently enrolled.
Notifications of National Health Insurance premium amounts will be sent in mid-June, and notifications of Medical Insurance for the Elderly premiums will be sent in mid-July .

Exemption from National Pension Contributions before and after Childbirth

You will be exempt from National Pension contributions for a period of four months, starting from either the month before the expected delivery month or the actual delivery month. In the case of multiple pregnancies, the exemption period is six months, starting from three months before the expected delivery month or the delivery month.
Notifications can be submitted from six months prior to the expected delivery date. Notifications may also be submitted after childbirth, and there is no submission deadline. You can also submit the notification online through the Myna Portal. For more details, please refer to the official website of the City of Sendai.

  • Eligibility: Insured person in Category I of the National Pension System with a delivery date on or after February 1, 2019

Exemptions or Postponements of National Pension Contributions Can Be Applied for Retroactively for up to Two Years and One Month Prior to the Application Month

If you are having difficulty paying National Pension contributions, you may apply retroactively for an exemption, payment postponement, or the student payment exemption for up to two years and one month before the month in which you apply.
If your application is approved, you will be granted an exemption from or postponement of National Pension contributions.
Applications for exemption can be submitted online through the Myna Portal. For further details, please see the official website of the City of Sendai.

Don’t Forget to Submit the Loss of Qualification Form for National Health Insurance

If you were enrolled in National Health Insurance but have since become employed and are now covered by employees' health insurance, or have become a dependent under a family member's health insurance, please visit the ward office or general branch of your area and submit a Loss of Qualification Form as soon as you receive your eligibility certificate or notification of eligibility. You can submit the form by mail or online through the official website of the City of Sendai.
Please note that your National Health Insurance Eligibility Certificate becomes invalid on the day you enroll in employees' health insurance.

Accepting Claims for Free Early Childhood Education and Childcare

  • Eligibility: Those who have the new class 2 or 3 Childcare Certificate and are using extended childcare services at kindergartens, centers for early childhood education and care, non-certified childcare facilities, temporary childcare services, childcare services for sick children, or the Sendai Sukusuku ("Healthy Growth") Support Project
  • Eligible period: From January 1 to March 31, 2026
  • Claim deadline: By April 20 (Mon), 2026

The Childcare for All Children Scheme (Infants and Toddlers Support Program) is now Available.

This program allows children to attend daycare facilities regardless of their guardians’ employment status or other requirements. By using daycare facilities for up to 10 hours per month, the program supports children’s development through group activities and provides advice to parents and guardians on child-rearing concerns.

  • Eligibility: Children aged 6 months up to 3 years who live in Sendai City and are not currently attending a daycare facility
  • Fees: The standard fee is 300 yen per child per hour. (Exemptions/reductions available via application)
    Meal fees and other costs set by each facility must be paid separately.
  • An application is required to use this program.
