Riding Your Bicycle Safely

The City of Sendai has put into effect the“Sendai City’s Ordinance on Bicycle Safety”, which sets in place certain rules that must be followed by all people cycling in the city. Please make sure you have taken all the necessary precautions in advance, and ride your bicycle safely in accordance with the traffic rules. 
The ordinance requires bicycle riders to“make their best effort to wear a helmet.”
Riding your bicycle with a helmet could be what saves your life.
Enrolling in“bicycle liability insurance”is also mandatory. Make sure to register for insurance in order to protect yourself in the case of an unlikely event.

FY 2024 Taxation/Tax Exemption Certificates for Inhabitant Tax (Income Certificates) to be Issued

Certificates are issued by the municipality in which you were residing on January 1st, 2024.
The issuing dates for FY 2024 is as follows.
●Those who are exempt from taxes, and those who have inhabitant taxes directly deducted from their salary.
【Place of issue : 】 
・Ward offices starting from May 10 (Fri)
・Convenience stores starting from May 19 (Sun)
●Those who will pay inhabitant taxes after receiving the notice of payment, and those whose inhabitant taxes will be deducted from their pension.

Information on the Support System for Tuition Fee Loans for High Schools and Other Educational Institutions .

Borrowers of Educational General Finance Loans from the Japan Finance Corporation (National Education Loans) can receive a subsidy to cover part of the interest on the loan accrued during the student's enrollment in an educational institution such as a high school.

  • Application Period: From July 1(Mon) to December 6(Fri)
  • Eligibility: Guardians of students enrolled in high schools or other educational institutions, who are living in Sendai City.
  • Conditions: Complete/full payment of inhabitant taxes, etc.

Gift of Money for the Third Child and Onwards upon Entry to Elementary School

  • Eligibility: Guardians of elementary school students (that are the third child and onwards) who entered school in FY 2024, and are living in Sendai City as of May 1st.
  • Payment amount: 30,000 yen.
  • Application deadline: No later than May 31(Fri) 2024 
  • How to apply:Please refer to the notice which will be distributed through elementary schools, or contact the following office directly for more details.

Do Not Forget to Enroll in the National Pension Program When Leaving Your Job

You must enroll in the National Pension Program if you are aged 20-59 years old, leave your job and as a result lose your qualification to receive an employee pension. If you have a spouse who is your dependent, your spouse must also enroll in the National Pension Program.
If you are 60 years old or younger and are the spouse of an individual who is 60-65 years old and enrolled in Employee Pension Insurance , you will be required to enroll in the National Pension Program when your spouse retires.

Currently Accepting Applications for Municipal Housing (for Single Parent Households, Child-rearing Households, and Households with Multiple Children) : Applications Open until May 16

  • How to apply: Choose one municipal housing unit from the table, fill out the application form attached to the application guide and mail it in the provided envelope by May 16 (Thu). In the event that the number of applications exceeds that of available housing, decisions will be made via lottery.
  • Earliest move-in date: July 25 (Thu), 2024  (tentative)
  • Eligibility: Individuals who fulfill all of the following requirements

(1)The applicant’s household falls into any of the following categories:
・Single-parent households where the applicant is raising a child younger than the age of 20.
・Households in which there is a preschooler.
・Households with 3 or more children younger than the age of 18.
(2)Those who are facing difficulties in their current housing situation.
(3)Those who reside or work in Sendai City.
There are other conditions such as that one's income must be lower than a certain amount .

Although applications from individuals who resided in areas under evacuation orders due to the 2011 nuclear disaster, evacuees who resided in areas eligible for support based on the Children and Victims Support Act, and victims of domestic violence and crimes are also accepted, application requirements may differ. Please inquire for further details.

AIDS and Syphilis Testing

  • Anonymous testing available.
  • Reservation required.
  • How to apply:
    Reservations can be made by calling the dedicated reservation line (TEL: 090-4478-4641), between 1:00 p.m. to 4:00 p.m. on weekdays, from two weeks before the testing date up until the day before the testing, or from the official website of the City of Sendai.

(1)Rapid Testing of AIDS and Syphilis:
Date: June 8 (Sat) 10:00 a.m. to 11:30 a.m./ 2:00 p.m. to 3:30 p.m.
Venue: Aoba Ward Office
(2)Holidays Rapid Testing of AIDS and Syphilis:
Date: June 1 (Sat) 1:30 p.m. to 3:00 p.m. 
Venue: Koseikan Health Consultation Office (1-1-5, Miyamachi, Aoba-ku)
(3)Night-time Rapid Testing of AIDS and Syphilis:
Date: May 24 (Fri) and June 14(Fri) 5:00 p.m. to 7:00 p.m. 
Venue: Koseikan Health Consultation Office (1-1-5, Miyamachi, Aoba-ku)
The test taker will be directly informed of the results about one hour after blood samples have been taken. (In the case of indeterminate results, the test taker will be notified of the results at a later date.)
Capacity: Testing service (1)is limited to approximately 25 people, while (2)and(3) are limited to approximately 30 people, all on a first-come-first-served basis.

Declaration Form Relating to National Health Insurance Premiums to be Sent Out

There is a system available for reduction of National Health Insurance premiums for households whose total income falls below a certain threshold. A declaration form will be sent out in mid-May that must be submitted by May 22 (Wed), 2024, if the National Health Insurance Premiums of your household were reduced in the previous fiscal year, and the City of Sendai was unable to determine the total income of your household for 2023.

Persons Who Were Not Eligible to Receive Child Allowance in FY 2023 May be Eligible in FY 2024. 

Individuals who meet both conditions (1) and (2) may be eligible for Child Allowance starting from June 2024. 

  • Conditions: (1)Those who were not eligible for Child Allowance in FY 2023 due to having exceeded the income limit in 2022. (2) Those whose income in 2023 was below the income limit. 
  • You must submit an application in order to receive Child Allowance. Please contact the following office for further details. 
  • The latest information on the abolition of the income limit due to system reforms, which are scheduled to be implemented during FY 2024, will be published on the City’s official website following announcements from the national government.
